Los procesos de globalización de la tecnología y la teoría curricular.

Abstract

El documento presenta información relativa a la oferta curricular del Diplomado en Electrónica del Instituto Tecnológico de Costa Rica, y se trata de determinar las implicaciones que la globalización y la tecnología, han tenido en la teoría curricular. A partir de la investigación, se concluyó que, al igual que en otros países latinoamericanos, Costa Rica se ha visto bombardeada por los reclamos de la globalización y por la llegada de tecnología novedosa, generalmente, respaldada por inmensas compañías que se instalan en el país (INTEL), lo que ha obligado a hacer ajustes curriculares en los programas de Diplomado en Electrónica del ITCR; no obstante, estas adecuaciones se hicieron sin tomar en consideración el contexto y la realidad costarricense. En realidad, la entrada de INTEL y la consecuente adecuación a los currículos, se favoreció por intervenciones políticas, y basó sus argumentos en criterios que se adecuaban a la realidad de un país desarrollado, y no a Costa Rica. El ITCR reaccionó a las necesidades de INTEL con un Diplomado y la planificación apurada de un plan de su estudio, pues anteriormente, existía solo una carrera completa de ingeniería. Así, se puso en marcha un plan con total falta de visión de contexto y lleno de improvisaciones; pues existe evidencia de que no se siguieron las recomendaciones básicas curriculares para el diseño de un plan de estudio. Además, existe preocupación por la reacción del ITCR y la creación de FUNDATEC, pues muchos creen que el ITCR se está privatizando en función de las demandas del mercado. Por otra parte, se trata de Diplomado que basa su enseñanza en el modelo tradicional, vertical y bancario, cargado de contenidos y exámenes; lo que provoca el malestar entre los estudiantes.

ABSTRACT: The document presents information regarding the curricular offer of the Diploma in Electronics of the Technological Institute of Costa Rica, and tries to determine the implications that globalization and technology have had in the curricular theory. From the investigation, it was concluded that, as in other Latin American countries, Costa Rica has been bombarded by the demands of globalization and the arrival of innovative technology, generally backed by huge companies that are installed in the country (INTEL), which has forced to make curricular adjustments in the ITCR Diploma in Electronics programs; However, these adjustments were made without taking into account the Costa Rican context and reality. In fact, the entry of INTEL and the consequent adaptation to the curricula was favored by political interventions, and based its arguments on criteria that fit the reality of a developed country, and not Costa Rica. The ITCR reacted to the needs of INTEL with a Diploma and the hurried planning of a plan of its study, because previously, there was only a complete engineering career. Thus, a plan was launched with a total lack of context vision and full of improvisations; There is evidence that the basic curricular recommendations for the design of a study plan were not followed. In addition, there is concern about the reaction of ITCR and the creation of FUNDATEC, as many believe that ITCR is being privatized based on market demands. On the other hand, it is a Diploma that bases its teaching on the traditional, vertical and banking model, loaded with content and exams; which causes discomfort among students.
