Taller movilidades académicas y científicas en Costa Rica: análisis de situación y perspectivas

Resumen
El objetivo del taller fue compartir información para identificar la situación actual existente en el país en ese campo, así como para identificar y proponer alternativas de acción dirigidas a dar seguimiento y definir estrategias institucionales e interinstitucionales de relacionamiento colaborativo con las personas que integran la emigración costarricense altamente calificada.
El taller se organizó en mesas de trabajo, cada una de las cuales contó con una guía específica de trabajo para el desarrollo del análisis y la discusión. Se trabajó en dos sesiones.
En la última parte del taller se llevó a cabo una sesión plenaria, a fin de que cada mesa de trabajo haga la presentación del producto del análisis y la discusión realizados. Entre las conclusiones se mencionan las siguientes:
Para el Instituto de Investigación en Educación (INIE) y para el Programa de Investigación “Observatorio de la Educación Nacional y Regional”, la ocasión de realizar un “Taller sobre movilidades académicas y científicas en Costa Rica: análisis de situación y perspectivas”, ha representado un esfuerzo gratificante y también muy provechoso.
Gratificante, porque de esa manera el Instituto ha tenido la oportunidad de contribuir a posicionar un tema de especial relevancia actual, en la agenda del análisis, la discusión y el intercambio interinstitucional a nivel de las universidades públicas y de instituciones interesadas como la Academia Nacional de Ciencias (ANC), el Ministerio de Ciencia, Tecnología y Telecomunicaciones (MICITT), el Consejo Nacional para Investigaciones Científicas y Tecnológicas (CONICIT). De igual manera en esta ocasión también han participado representantes de algunos de los colegios profesionales del país. Todas las personas participantes en el taller tienen a su cargo en las instituciones donde laboran, tareas académicas y funciones diversas de dirección y gestión, que de una u otra manera se relacionan con la temática del taller.
ABSTRACT: The objective of the workshop was to share information to identify the current situation in the country in this field as well as to identify and propose alternatives directed to monitor and define institutional and inter-institutional strategies of collaborative relations with those who are part of the emigration of highly skilled Costa Ricans. The workshop is organized in working groups each on with a specific guide to carry out the analysis and discussion. There were two sessions. During the last part of the workshop, a plenary session was conducted so that each working group could present the results of their analysis and discussion. Among the conclusions, the following are mentioned: The Research Institute in Education (INIE) and the Research Program "Observatory of National and Regional Education" consider the opportunity to conduct a "Workshop on Academic and Scientific Mobility in Costa Rica: Analysis of the Situation and Perspectives" has represented a rewarding and very helpful effort. It is rewarding because in a way the Institute has been able to contribute to position a topic of special current relevance in the agenda of analysis, discussion and inter-institutional exchange at the level of public universities and interested institutions such as the National Academy of Sciences (ANC for its acronym in Spanish), the Ministry of Science, Technology and Telecominications (MICITT for its acronym in Spanish), the National Council for Scientific and Technological Research (CONICIT for its acronym in Spanish). Likewise, at the time, representatives of some Costa Rican professional associations. All workshop participants are in charge of academic and various management and paperwork tasks in their institutions which in one way or another are related to the theme of the workshop.
