ABSTRACT: This report describes the process of development, validation and results of diagnostic tests in mathematics, Spanish, science and social studies applied to children and young people from third, sixth and ninth grades. The tests measures specificly knowledge on the priority objectives of each cycle proposed by a group of MEP advisers. The tests are applied to students from primary schools (one teacher, urban-marginal, private and subsidized, and public) and from schools (private and subsidized, and academic public day, night and technical). In total, it was estimated to obtain 30872 tests. The general results detail a very low level of reasoning and knowledge at all levels. In mathematics, grades do not even reach a level of 50% on a scale of 0-100, the average grade for men is higher than for women, private schools surpassed other institutions, the same goes for metropolitan area, academic and Central Region educational centers, which outperform others. In Spanish, the low performance is also evident, women obtained better grades than men and the results by type of institution follow the same behavior as in mathematics. In science, grades are below the minimum passing grade; the performance of women was higher than men in the third grade while in the ninth year the situation is reversed. In social studies, performance is low and does not reach the minimum grade, males significantly outnumber females in ninth year, and the type of institution was relevant in the results. In general, the mastery of specific objectives by the students evaluated is very low. The dominated objectives correspond to the category of understanding, that is, they remain at a minimum level of knowledge, determined at an operational level. The trend of higher schooling continues, less performance, private institutions outnumber public ones, as well as those of the Central Region than other regions of the country, large schools to small ones, academic schools from day to night and technical schools, and the urban to the rural area. The report includes some recommendations to improve performance in these types of tests by subject. Technical report on the development, validation and application of diagnostic tests. This technical report is actually a supplement to the political report of the same tests. It presents the results obtained and the analysis (descriptive and inferential) for each category in greater depth: by subject, by type of institution, by objectives, by level. The report includes various tables of statistical information and describes the process of analysis and presentation of the results. The information contained is practically the same as that presented in the political report.
